I've set up a forum (of sorts) on YahooGroups. While YahooGroups is a little annoying in that it uses a message digest metaphor, it does at least let members upload into a file area, so plugins can be uploaded and maintained by the community.

I uploaded all the plugins on the plugins page on this site. If you have a bunch of plugins, join the group and upload them!
